I am not so sure but I think that Google Panda was made to reduce the SE rank of the websites having duplicate content and low quality.
The best method to improve Search Engine rank after panda update is to give your website a unique and useful contents

if you ask someone for permission to use their article and they say yes, they say yes to the article being kept in tact and not paraphrased in some fashion Wink

What Google is trying to do is terminate every spam actions and give acknowledgement to every good content. What is to be done is we should ask the authors first this makes the content unique one.

Just keep off from black hat seo and duplicate content.What you should do is to be posting on forums, blog commenting, and create quality and unique contents
